given what we now know about what took fbi is investigating it as an act of terrorism. anytime bombs are used to target civilian, it is an act of terrorism. what we don't yet know, however, is who carried out the attack or why, whether it was planned and executed by a terrorist organization, foreign or domestic, or was the act an individual. clearly we're at the beginning of our investigation. it will take time to follow every lead and determine what happened. but we will find out. we will find whoever harmed our citizens and we will bring them to justice. we also know this. the american people refuse to be terrorized because what the world saw yesterday, the aftermath of the explosions were stories of heroism and kindness and generosity and love. exhausted runners who kept running to the nearest hospital to give blood and those who stayed to tend to the wounded, some tearing off their own clothes to make tourniquets. the first responders who ran into the chaos to save lives. the men and women who are still treating the wounded at some of the best hospitals in the word

if you've heard then please call the fbi's tip line. what we are starting to get is photographic evidence of the device or devices that were actually apparently used and they're described as being crude devices, but obviously ones that would have maximum impact, loaded for bear with bb pellets and other metal pieces including screws that would have the kind of impact as you're seeing a lot of injuries to the lower extremeities and trauma for a lot of people. also packed in a pressure cooker which is an everyday kitchen appliance and that is a technique that has been used in the past in afghanistan, nepal, india, even in 2010 in that failed times square attempted bombing, the bomber, the person who attempted the bombing there loaded it in a pressure cooker as well, so all of those things investigators are saying is going to bring them closer to perhaps being able to put all of that forensic evidence together so they can then bring that closer to perhaps a suspect or suspects in this case, but we are talking a lot today about the victims
